| 秦荻辉1942年9月生，江苏无锡人，教授。现为陕西省研究生外语教学研究会名誉会长，西安电子科技大学科技英语研究中心主任。
秦教授在科技英语语法和科技英语写作等方面的研究成果丰硕。他创立的“科技英语课程”早就被列为陕西省重点课程。他根据四十多年积累的教学经验以及对本科生和研究生、专业教师、科技人员在阅读科技英语资料时经常提出的问题、遇到的难点、翻译和撰写论文时经常出现的错误等进行了长期的分析研究，结合自己在科技资料英汉互译的体会以及广泛阅读众多英美科技书刊所积累的大量资料并经过长期反复实践探索，找出了中国人学习科技英语语法和科技英语写作中的重点、难点及易忽视的地方，许多内容是他的独创，是同类书籍中未曾提到的，对提高阅读科技文献的能力和提高科技写作的能力均极有帮助。他撰写的《科技英语语法》 一书于2007年被教育部评为“精品教材”。他创造出了符合中国理工科学生及科技人员思维特点而很易接受的一系列独特的教学方法，其教学在校内外均深受学生欢迎。 秦荻辉教授1991年被评为机电部有突出贡献的专家．1992年起享受政府特殊津贴，1997年被评为陕西省劳动模范。1985年至1999年任西安电子科技大学外语系首任主任．1999年至2002年任人文学院首任院长。他被评为校首届特级教学名师，校师德标兵。 |
