| 杰拉尔德·凯登，1936年6月出生于英国，获伦敦大学博士学位。先后任教于伦敦大学、加拿大卡尔登大学、澳大利亚国立大学、以色列希伯莱大学、美国伯克利加利福尼亚大学和以色列海法大学。现为美国洛杉矶南加利福尼亚州大学公共行政学院教授。凯登博士担任过许多学术刊物的编辑委员会成员，并受聘为不少政府部门、学术机构，以及包括联合国在内的许多世界组织的顾问。
凯登博士先后出版了20多部著作，发表了200多篇学术论文。他以行政道德为主题的论文，视野开阔，见解独到，涉及世界诸多国家和地区，在全球范围的政界和学界中具有非常重要的影响。 马国泉，美国洛杉矶加利福尼亚州州立大学政治学教授，行政领导研究中心主任，中国复旦大学国际关系和公共事务学院兼职教授，《国际公共行政》杂志编辑委员会成员。讲 授公共行政、比较政治、国际关系和美国政府等课程。曾发表论文于《太平洋事务》、《亚洲考察》、《中国行政管理》、《国际公共行政》、《亚洲政治学》和《政策研究评论》等学术期刊，出版了《经济发展手册》（1998）、《行政改革和国民经济发展》（200O）和《腐败生存之处》（2001）等学术著作。中文著作有《美国公务员制和道德规范》（清华大学出版社1999年）等。 |
