It provides basic information about the topics specified in the state syllabus for this course of study. New York has recently revised the syllabus in United States History and Government to start with an overview of the structure and evolution of U.S. Constitutional government up to 1865. Thirteen Enduring Issues National Power - limits and potentials Federalism - the balance between nation and state The Judiciary - interpreter of the Constitution or shaper of policy Civil Liberties - balance between government and the individual Rights oft he Accused and Protection of the Community Equality--its definition as a Constitutional value The Rights of Women under the Constitution Rights of Ethnic and Racial Groups under the Constitution Presidential Power in Wartime and Foreign Affairs Separation of Powers and the Capacity to Govern Avenues of Representation Property Rights and Economic Policy Constitutional Change and Flexibility Since these issues are the core of the syllabus, you should center your attention on them. Throughout the booK, we have used a special icon (at right) to designate discussion of these issues. An appendix at the end of the book has suggested procedures for a year-end review, and we have again listed examples of the \"Thirteen Enduring Constitutional Issues.\" We suggest that you use these procedures to prepare for the exams: 1. Look at each Unit divider. Review your understanding of how the illustrations, list of terms, and events on the time-line are related. 2. Read each section of the Unit material. Answer all the drill questions that follow. Obtain the correct answers from your teacher. 3. Re--read the section and re-answer the questions missed the first time. (All questions are based oil the style and format of recent state examinations). 4. Use the Slossary to check the terms and concepts used on state examinations. List the terms of which you are unsure. Look them up in the appropriate section and write out the meaning and an example. 5. Review the \"Examination Strategies\" section, then take the practice examination at the end of the book, Check the answers with your teacher. Concentrate your efforts on re-.reading the text sections and glossary terms on which you did poorly.
