Despite the proliferation of councils of government,relatively little scholarly concern has been devoted to councils andcouncil development. This text addresses itself to an overview of what acouncil of government is, what it is not, how it functions, its significancein metropolitan politics, and its chance of survival as a coordinating unitbetween urban and suburban political bodies. Councils of Governments limits its focus to a comparative and com-prehensive analysis of councils of government. It expresses the au-thor s view that the council approach is providing a democraticmechanism for program coordination, policy direction, and manage-ment. |
